Dog rules are park specific. Some parks allow them, some don't. Shenandoah NP for example *does* allow them.

AFAIK, dogs aren't allowed in national parks unless they are service
dogs. How this is proven is beyond me.
I suppose it's up to the dog owner to prepare accordingly
