I think that the pendulum swings back and forth over time and across  
the country. Different people in each office interpret things  
differently, so you get uneven levels of maintenance and wilderness  
philosophy.

In my area there are lots of trails on the map, but only a handful  
are maintained, and then only rarely. They claim budget problems is  
the reason. It probably is, but elsewhere it may be some other reason.
