[pct-l] Hat Creek Rim Water Availablitiy, Section N - Hwy 70

The water cache at road 22 (3 mi from Hat Creek Radio Observatory in  
the valley) was well maintained until the end of July.  I didn't go  
there in August though.  I'll make sure it's topped up with drinkable  
water on Monday.
