Try this:    http://ideas.usda.gov/ago/ideas.nsf/

enter your EMail address including the part after the @ symbol.  If nobody else has registered as you <g>, you'll be shown a page to enter your first name, last name, password and confirm the password.  When you click on the finish button, you'll be shown a "congratulation have fun" page.  At that point, you have to click on the logon button at the top right of the page.  Login with your EMail addy and the password you just used.  At that point you'll be at the Message Board area where you'll be able to vote.  You need to get to the Bikes in the Wilderness section, which is here

right underneath the "no opinion" button, there is a small orange box with the words "promote" and "demote".  Click on the word of your choice and your vote will register.  You don't need to write anything to the message board.
