So "skin out weight" is all your gear, clothing (worn and unworn), shoes,
and everything else EXCEPT food, water, and fuel (but does include the
weight of a fuel canister if you are using one).

"Base pack weight" is the wieght of all your gear and clothing, (less the
clothing that is typically worn while hiking) not including food, water or
fuel.  So shoes don't count here.  Your daily hiking clothes don't count,
but clothes that are only worn periodically (such as rain gear) does count.
In essence it's a measure of the base weight you'll be carrying on your
shoulders throughout the day.

You're in pretty good shape weight-wise... especially for two people.
