[pct-l] New fire rings

I don't even want to know about where they're restricted, just tell me where
I'm allowed to have them.

It was madly frustrating to get to campsites like Mission Creek Trail Camp
and Arraste Trail Camp where they had nice metal fire rings, but had
warnings that wood fires were not allowed.  Actually, for the first 300
miles I think the only fire rings that were allowed to be used were located
at Lake Morena.

I saw a few rock fire rings, but most were poorly located, ie, under tree
cover and/or in windy saddles.  One was just before the miles of trail
behind Big Bear that's been stripped by forest fires.  If it's 2010 PCT
hikers building these, I'd hate to see the result after the herd gets to it.
Those fire rings are a big part of why I'll start early again when I attempt
to thru-hike again.

Not talking about desirability, just legal parameters.
