Here is a link to a USPS poster (poster 138) that shows that flammable fuel canisters for camp stoves can be surface mailed.  Take a copy with you when you go to the post office so you have data to retort when the clerk states absolutely no to mailing flammable gas.  I needed it this past week for this very reason.  Restrictions apply, so be sure to read 602.10.12.
