I wonder if the issue might be more related to the idea that individuals are supposed to be self-responsible in life and shouldn't depend on assistance from others. That is, of course, an American ideal that we live with, whether or not we actually agree with it. There is a long history in this country of self determination that is at the core of many ideas of what is OK and not OK.  Just an observation.
