The article says... "In a sentencing memo, the federal prosecutors wrote that Staton's "actions are not about humanitarian efforts, but about protesting the immigration policies of the United States, and aiding those that enter illegally into the United States."
It also says (in the caption under the photo of the guy charged): "Walt Staton was convicted in June of littering by leaving jugs of waterin a wildlife refuge"
It makes no mention of Federal, Calif., Ore. or Wash. laws pertaining to the legality or lack thereof of leaving water for thru-hikers.
