Most email programs will send a plain text alternative version
of the message even when you select HTML or Rich Text as the
primary format.

Many mailing lists will keep the plain text version of the
message and discard the other versions (HTML or Rich Text
in your test).

When I looked at the raw text of your test messages, they
were all just plain text so I'm assuming PCT-L is throwing
away your 'fancy' versions.
