There is no direct transportation from the Whitney Portal.  You'd have to
hitch into Lone Pine, and then piece together public transportation options
from there -- CREST Bus, East Kern Regional Transit, bus from Mojave to
Lancaster, Metrolink Train to Union Station, then LAX Flyaway Bus to LAX.
Alternatively, you could arrange for a very expensive shuttle.  For links go
