Absolutely,
I was the senior military officer in charge of security for the Algiers
District of New Orleans as well as for Bernard Parish after Hurricanes
Katrina and Rita.
Individual donations thru non-governmental agencies who can target specific
needs of Haiti's population (ie. tents???) and like AsABat said have a means
of transporting the items in a timely manner (small plane, ship, etc,) are
in my experience the critical element in stabilizing the situation.
Government is expected to help and does, but it has a one size fits all
mentality and solves problems by throwing money at them. Small agencies can
better target the needs of the people and in conjunction with government
genuinely help the people. I highly recommend Samaritans Purse and Doctors
w/o Borders. Whenever I asked them for anything they had it there the next
day while it would take a week at least thru FEMA and other agencies.

Donations are very important, but the biggest problem right now is
transportation. It seems sending random items is not efficient. Palletized
products can be moved more efficiently. I read the airport can handle 140
planes a day but 1,400 are waiting to land.
