[pct-l] Canada permits need Passport or Birth Certificate copy

Contrary to the PCT Canada permit application which says you can send a copy of a photo ID like a drivers license--you need to send them a copy of either your Passport or a birth certificate to prove US citizenship. The nice Canadian guy who is working on the permits called me and told me today. The permit application is misleading the way it is written.
