Good afternoon, Ned,

Snow is not neutral because it distinctly favors those who are familiar and
prepared.  Brick is exactly right.  Throughout a upon a long history
Russians have had to live with snow, and they found that while snow is not
exactly their friend it can be a valuable  --  and crushing co-conspirator
against their enemies:  Specifically, Napoleon Bonaparte and Adolf Hitler
come to mind.
