Most hikers have come through this area (Belden to Chester), and late reports are that the trail is pretty much cleared. There are a few sections that crews have been unable to get to, but they are completely navigable. There is a fire east of Belden, but it does not appear to threaten the trail and as of last night was 40% contained with complete containment expected Thursday, August 5th.
Water is in good supply, but there is (I think) one 20-mile section without water. Water was a problem for some who didn't want to take a short hike off-trail to find it. Do bring a sleeping bag. Nights are in the 40s at 4500 feet, and lower at the higher elevations. Mosquitos were a problem a couple of weeks ago, but no late reports.
Piper and Trailhacker just hiked from Buck's Summit to Highway 36 and enjoyed it immensely.
