[pct-l] why close the burn areas?

I suspect he's talking about Jane and Flick Roddman, killed by a car in 1995 when the driver supposedly fell asleep, drove off the highway and hit them from behind as they were walking 30 feet away from the pavement.

  they walked through a burn zone?
