USPS Pub 52 para 342.3 gives a 1 liter maximum quantity for shipping ORM-D flammable gases in metal containers, with a 4 oz limit for non-metal containers. Maybe the retail shipping problem with the DOT concerns case lots, not individual containers. They don't mention USPS in the article.
