Not necessarily so. Taking strain off of one section "may" shift more to a locked section, thus increasing the possibility of the BIG one coming sooner!  So much of this is so poorly understood that such generalizations are at best, fuzzy. There has been a significant amount of moderate to strong earthquakes in the past few years in this southern portion of the San Andreas fault system. This activity, while the section nearest to LA remains relatively quiet, makes us geologists nervous. Tick . . . tick . . .  tick
