[pct-l] Oregon Sec C - Jack Spring? (Deems)

Two years ago when I was hiking Oergon's Section C in August, Jack
Spring was bone dry. Ranger Spring was running. Do NOT count on Jack
Spring. I took the detour to Stuart Falls and it was lovely--I recommend
it highly.
