The effect would be the same as when there is a $20 co pay to go see the doctor - the hypochondriacs suddenly aren't "sick" nearly as often as they used to be.  

Amazing how that works......  Who would have thought - when a service is "free" or "too easy" to use, its overused & abused, when you have to pay (at least something) you're a lot more careful on how you use it.  Hmmmmm........
