[pct-l] Purpose of a PCT FAQ

As Brian said, a FAQ will encourage discussion not hinder it.

A FAQ raises a whole slew of new questions that a newcomer may have not 
thought to ask in the first place.

Personally, I think that in itself is a pretty darn good reason to have it.
