I guess you are protected by the 5th amendment from incriminating yourself,
and by the constitutional limits on search and seizure from having your
backpacks searched without probably cause.  But a ranger who isn't a
constitutional scholar might consider refusal to state that you have an
"approved" bear box as probable cause.
