[pct-l] New resupply source in Independence

There's nothing sacred about those lockers, but they aren't intended for long term storage. The resupply caches I saw filled the lockers. And from the dates on them, probably were never retrieved. We ended up having to store our stuff overnight in the bear proof trash cans!
