A major problem with the idea of using water to clean yourself is carrying the extra water.  Carrying an extra 8oz of water weighs more then carrying my small roll of toliet paper and the used stuff in a ziplock.  This is perhaps less of an issue in wetter climates where water is readily available everwhere, but it doesn't seem like a good method for the drier parts of the country.
