Some hitch to Bridgeport from Sonora Pass and mail the bear canister from there...
Many wait until Echo Lake / Tahoe...  Some keep it until Soda Springs and mail it from Truckee...

IMHO, no - the bear 'problem' is most prevalent in the Sierra national parks area...  Lassen NP doesn't get near the backcountry usage that Yosemite or Seki areas do - the bears have not become habituated to human food being a primary source (plus Lassen is relatively small in size and hunting is allowed immediately outside its borders - an additional deterrent)...

Also look into getting a couple of the large OPSAKs, <http://www.loksak.com/index.php/products/opsak>, for before and after the Sierra for food storage - if you keep the outside of the bags food-odor free (handle with 'clean' hands!) it also helps with the 'rodent' and similar pests problem...  They are available at quite a few online outdoor stores if not available locally...
