[pct-l] Mt Whitney permit Change

If I'm not mistaken the permit on the PCTA site has not changed in many 
years.  I got the permit in '99.  To me "yes" means you'll be exiting 
via Whitney Portal (or starting a 500 mile trip).  "No" means you'll be 
returning to the PCT.

"You can ignore this part if not climbing Mt Whitney".   No need pay 
$15.  No need for the stamp.
