I just got off the phone with Cindy, the Inyo head ranger. She was pretty clear that no matter what side you enter from, you need the permit, but they really don't care about the date. Yogi's book may say otherwise, but she was steadfast. Plus, paying the $15 is just doing your part to help protect an incredible area. Best, Ally
