The park service allows these kinds of activities under the heading of a 
'concession'.  For a legal kickback, anyone can get permission to operate a 
fee-for-service business in the park.  This process is how guides operate in 
a park.

Having said this, I find it more likely that this story is an exaggeration. 
It is not at all unusual for paid and unpaid NPS employees at Grand Canyon 
to make an extra buck hauling people's gear out of the big ditch.  Another 
thought, why pay a person $100, when Phantom Ranch will haul out a 25 pound 
bag?
