[pct-l] meddling NPS

I hear what you're saying and I actually agree about the sue-happy part. I'm
just saying that blaming the Park Service isn't really fair - They're doing
the best they can. To make your example work, the scenario would actually be
that the kid starts mowing lawns at a country club where another company is
actually contracted already to do groundskeeping and where the country club
is obligated to be responsible to a lot of stakeholders - the contractors,
the guests, any shareholders, anyone who insures the grounds, etc.
