There is no requirement to pack out animal waste.

That is an interesting comment as my daughter works at a pack station out of
Virginia Lakes and they operate in the northern Yosemite Park area. I know
that they don't pack out horse waste and they operate under a very arduous
set of rules with their license with the NPS.
She is not here to ask right now but I am curious as to where you got the
information that stock is required to pack out the animal waste?

Incidentally, just in case you weren't aware - since it's an LNTT (leave no
trace trail) you're required to pack out all of your horses waste products.
