And this lovely rule: "Always carry a small camp shovel [in the San Gorgonio Wilderness it is a violation to not posses one 36 CFR 261.58(e)]"
I don't use TP while hiking, I bury my waste at least 6" deep but I will be damned if I'm going to carry a shovel.

For the San Gorgonio link, read down to the section "Waste":
It is a violation of (Federal Code) 36 CFR 261.57(g) to bury your
toilet paper in the San Gorgonio Wilderness.
