Ahhh, what?  Sounds like a poor man's development project.  Won't this take the wilderness out of the trail and tame it for people who are not willing to do the hike?  There are lots of other areas where this can be done, has been done, VVR, Muir Ranch etc., but please stay away from the PCT!  I go out there to get away from development, no matter how primitive.
