[pct-l] Bear canister requirements in 2009

FYI...
I just happened to check one of my bookmarks (Seki food storage) for updates - 
it notes a possible MAJOR change in the regs as early as 2009...  
Some of us have been saying it was coming 'soon' - looks like it will happen in 2009...  
Plan on having/using a bear canister for the Sierra!
