[pct-l] late section C start

All,

Am seeking your collective wisdom on the latest one might consider 
starting section C. Was planning to go the end of this month but now 
have multiple weeks worth of business travel which doesn't really open 
up until near the end of June.

Looked like it was 97 in Cabazon today and while the 4 Jeffrey site is 
very effective for semi-real time updates there is no "history" to refer to.
