The PCT and the PCTA do not own the land....While not insignificant the 
conservation easement transfers "usage rights" TWC retains ownership. 
The easement is perpetual, and is binding on all future landowners.

So while TWC retains ownership the PCT will have usage rights, I suppose 
it is a distinction without a difference but a difference none the less.

How the easement is legally worded is unknown, I'd be surprised if it 
was directly to the PCTA but who knows.

Where the trail passes over private lands there are easements, I'd 
assume a Conservation Easement would be the most desirable but various 
Recreational use easements can be and are used

I don't claim to be a land use law expert I do know an easement is not 
ownership.
