[pct-l] [PCT2008] Apache fire closure update

I just checked the www.inciweb.org/incident/1236 site and it's been updated
to indicate that the fire was caused by humans. So much for the lightening
strike theory. Not good news.

I updated my map this afternoon to include an overview map, and I
reduced the scale so it prints on few pages. The URL remains
unchanged.
