[pct-l] Passports required this year?

I was looking into how to obtain a passport, when I saw on the
Department of Homeland Security website that passports are not required
this year for United States Citizens returning to the United States from
Canada. Do I have that right? It looks like a driver's license and birth
certificate will work.
