There already is a bear hunting season in California...has been for years.
You can get more information from the DFG site
http://www.dfg.ca.gov/wildlife/hunting/bear/index.html, but the short story
is:
Archery hunting in August-September; gun hunting in October-December;
maximum take, 1700 bears.

Hunting is not allowed in the national parks, but many of the worst Sierra
bear problems are on the Inyo-Sierra NF, where hunting is allowed in season.
Hunting (by itself, anyway) is not the solution.
