[pct-l] bounce bucket

A bucket is reusable and not likely to fall apart after repeated 
mailings the way a box would do. 

In addition, but not necessarily related to bounce boxes/buckets, 
certain locations may have mouse problems where they store hiker 
boxes. Mice don't eat through plastic buckets (unless they have 
mutated due to overindulging gorp).
