Andrew, I hiked that section southbound last year from April 4 to 16 as
part of my PCT thruhike. The weather was fine. Nighttime temperatures
were in the low thirties to forties; daytime in the sixties to
eighties. Water was sufficient as some of the caches were stocked
(notably Bird Spring Pass) and many seasonal springs and streams were
running. There was occasional snow on the trail, but nothing that made
route finding at all difficult. There was no precipitation. However,
you will see only a few other people on this section of trail. I recall
seeing about 3 or 4 who were doing the section northbound, a group of
day hikers from an LA hiking club, and a few lone day hikers. For a
day-by-day account check my trail journal:
www.trailjournals.com/handlebar and select the 2008PCT journal.

P.S. It's fairly easy to get to LA from Walker Pass with only a short
hitch west to Onyx or Lake Isabella.
