Sorry, but that simply is not true, unfortunately...
It may weed out some, or even most, but not ALL...
On the plus side, the 'bad' is normally a very small percentage - but it is human nature to remember/recall the 'bad' more than the 'good'...
This is another of those subjects that come up frequently on pct-l (and that is why it was first asked - for the "FAQ" page/list), and as many have said before - the ones that need to listen/pay attention probably won't anyway...
But, hopefully, for those that do pay attention it will, as it says on the ALDHA page (link from Mags), "encourage you to speak out when you see someone else threatening yet another endangered service on the trail" - instead of 'minding your own business' (but it IS your business if you are also a hiker!)...
