I think you meant to add "national parks IN CALIFORNIA" rather than infer ALL national parks....
The proposal has two requirements - (1) you must first have a concealed carry permit issued by the state in which the National Park or Wildlife Refuge is located AND (2) that state must also allow guns to be carried in their (state, county, and municipal) parks.
California does NOT allow guns in their parks, but Oregon, Washington, and Alaska do.

Register next Wednesday, and taking effect 30 days later; it appears
that only CA residents holding a valid concealed carry permit (~41,000
people?) will be allowed to carry concealed weapons in National Parks.
I don't think CA has reciprocity with other states in regards to ccw
permits.
