[pct-l] Deep Creek/Splinters trailhead

The last gate, .3 miles from Splinters trailhead, is locked so there is no automobile access to the trailhead parking lot.  It is locked because the concrete roadway is damaged at the stream crossing, and cars can't get across it.  There is room for a half dozen cars to park outside the locked gate.  There is an opening beside the gate wide enough for walkers and equestrians.  This was the situation two weeks ago and I doubt that it will change anytime soon.
