[pct-l] Section A closure options

No, it is closed to all use south of Interstate 8. I'm just saying most
thruhikers, especially if they are sobo, could day hike this section IF it
was open. Therefore, they would have no need of stoves and fire in that
section, unlike some other users. Regardless, the area is closed to all
users.
