[pct-l] bears in the pacific NW

When I hiked from Manning to Stehekin last summer, they were having problems with bears in campgrounds around Stehekin.  The problems weren't as severe as in the Sierras.  I think it's a matter of how much bear - human interaction exists.  We certainly have problem bears in Arizona, so it's not just the Sierras.

Why are bears/humans a problem in very specific parts of the Sierras and not 
the Pacific Northwest?
