"Best" depends heavily on when. Too early and some of the best spots are butt-deep to a tall giraffe in snow or skeeters. Too late and either the heat or late season rain/snow storms get you. Also, since a certain degree of privacy will be desired - often on an on-the-spur-of-the-moment basis - certain otherwise good candidates are out due to the crowds (i.e. the JMT during July and August).
