And the underlying USGS issue usually is funding. Takes money.

As I recall much of California's mountainous areas got mapped in the 
50's and 60's for the massive water projects being planned and then built.

In the early 70's I took a tour of the USGS map making facility in Menlo 
Park, CA and our tour got an overview of how they made maps back then. I 
think the technology has probably greatly improved since then with GPS 
and digital imaging and graphics.

Hmmm,  would be interesting if the USGS has an online explanation of how 
they make topos.
