[pct-l] confusion over climbing Whitney:clarification

Conflicts galore.  Thinking about it, there was no extra $15  charge for a 
JMT permit exiting at the portal in '05, but  you still needed  a permit.   In 
'99 IIRC, the PCTA attached a Whitney stamp at no extra  charge.  
 
There's even conflicts on the updated Inyo forest page
