The truth is, most hikers don't get one. They should, but they don't. It's 
never really been a problem. Having the paper in your possession doesn't 
garuntee you're a fire safe individual. ;)

With that said, it takes nothing to get one. Either show up at one of those 
offices you mentioned or I *think* you can do it by mail.

You don't have to be one of those hikers dependent on the ADZ. You can 
easily do it yourself. If you are out of state, start your hike and get one 
along the way, Idyllwild comes to mind.
