[pct-l] 15% grade on PCT

I believe that is on the sections that were built to be part of the 
PCT.  The part of the trail in Yosemite's North Boundary Country is 
definitely not 15% or less...  The same with the Golden Staircase on the 
JMT section of the PCT - and many more...
